Ron Swearingen and Sue Gross, MH Economic Development, have been grant managers for the Chamber ITC grants for 18 years. Sue will continue as grant manager & train the new economic development director,Paula Riggs, in the process. The Travel & Tourism Committee with Chamber Director, Lori Posey, plan & work on the project elements except for the air show. Silver Wings Committee, Paula Riggs is chairman, with work with Sue on the air show element. Sue and Paula will be the ITC contacts.

Element 1
Title: Audit
Description:
An independent Compliance Audit is required when a grant award meets or exceeds one hundred thousand dollars ($100,000). Funds awarded for the audit will be used for that purpose only and cannot be shifted into other elements. Any unspent funds remaining will revert back to the region's funding pool for the following year.

The audit shall be performed by a Certified Public Accountant and submitted to the Idaho Dept. of Commerce, Tourism Development Grant Analyst, within sixty (60) days following the authorization of the last request for funds dispersal. When the final request for funds - which will include the auditor's invoice, a copy of the audit report, final narrative report, and declaration of capital outlay is received, the grant will be closed if the match obligation has been met.

Element 2
Title: Admin/Fulfillment
Description:
This element will include an amount equal to ten percent (10%) of the amount awarded, up to $25,000. This ten percent (10%) is to be used for:

1) Fufilling requests for information and publications generated by the ITC-funded marketing plan.

2) The cost of mailing requests for funds and other direct costs incurred related to the grant award.

Audit/Fulfillment will be calculated for each request for funds and reimbursed with no further documentation from the grantee. No additional administration or fulfillment amounts will be awarded, nor can funds be shifted into or out of this element.

Element 3
Title: Advertising
Description:
Our campaigns include pieces/pictorial ads in the state guide, regional guides, i.e., Travelogue, SWIA, ID Business Review,etc, and other projects that present themselves during the year that fit within our budget. “Come Play in our Big Backyard, it’s Open Year-Round” has been a theme that works well for the areas from C.J. Strike, Bruneau Dunes, Glenns Ferry to Anderson Dam, the Trinities, up to Fairfield. Year-round, all seasons promotions work well, hence the theme. With our rural status, visitors utilize the campgrounds and motels which also benefits our smaller communities as normally these are week-end or extended stays. Our tourists are drawn primarily from neighboring counties and states. The new Main Oregon Trail Back Country By-Way will be a large draw for visitors of the Oregon Trail and we will be working with IDT and OCTA on the advertising promotions. We will have the opportunity to work with Element 242 on some short videos that can be used to feature the areas many attributes.

Element 4
Title: Partnerships
Description:
Sled the Rockies.com: This site continues to be a successful program with a lot of inquiries into the area spanning from Prairie, Pine, Featherville, Trinity Mountains and the Fairfield area snowmobile trails systems. This grant cycle, there were 1253 pageviews with 2:38 minutes as average time on a page. This is the first resource given out by the Chamber, Forest Service, snowmobile clubs and businesses. Including downloadable trail maps and information re: weather, lodging, snow marker sites and depths, road conditions, lodging, dining and other amenities, this resource is utilized for those making decisions on where to go and what to do. With our regional guides, brochures, etc at the motels, we can assume that if visitors have enjoyed the area in the winter, they will return in the other seasons. We have links to visitid.org, Fish & Game, State parks and Recreation, Boise and Sawtooth National Forests and the Fairfield and Mountain Home Chambers as additional tools for the visitors to the site.

Title: Training
Description:
Our Travel & Tourism Committee and Chamber recognize the importance of tourism education and networking. Tourism is a major feature of our entire area. We try to have 2-3 people attend the annual Idaho Conference on tourism and the ITC Grant Summits.

Element 6
Title: Sponsorship
Description:
Mountain Home and Mountain Home AFB will be hosting an air show, scheduled as of right now, for August 5-7, 2011. The Air Force Thunderbirds will be the main feature of the week-end. Top aerial peformers from Southwest Idaho and across the United States fill the events schedule. Over 100,000 people have attended this three day event with visitors from all over the West. The event is free to the public.

During the 2008 air show, visitors averaged 2-4 nights at local hotels. As estimated 540 people stayed utilizing aproximately 640 bed nights. These figures do not include all the local hotels or the Boise hotels that were used by performers and their teams, just a sampling of three. The overall economic impact based on a Commerce study in 2000 showed an impact in excess of $700,000.

The 2008 Gunfighter Skies promotions totalled over $200,000. A media campaign will include radio, television, billboard and print aimed at the Northwest. Citadel Radio, Lamar Advertising and KTVB & others donated an estimated $80.00 of in-kind services. Campaign promotions would go to bid and start late spring so the total in-kind and current costs will be known at that time.
