Element 1
Title: Audit
Description:
An independent Compliance Audit is required when a grant award meets or exceeds one hundred thousand dollars ($100,000). Funds awarded for the audit will be used for that purpose only and cannot be shifted into other elements. Any unspent funds remaining will revert back to the region's funding pool for the following year.

The audit shall be performed by a Certified Public Accountant and submitted to the Idaho Dept. of Commerce, Tourism Development Grant Analyst, within sixty (60) days following the authorization of the last request for funds dispersal. When the final request for funds - which will include the auditor's invoice, a copy of the audit report, final narrative report, and declaration of capital outlay is received, the grant will be closed if the match obligation has been met.

Element 2
Title: Admin/Fulfillment
Description:
This element will include an amount equal to ten percent (10%) of the amount awarded, up to $25,000. This ten percent (10%) is to be used for:

1) Fufilling requests for information and publications generated by the ITC-funded marketing plan.

2) The cost of mailing requests for funds and other direct costs incurred related to the grant award.

Audit/Fulfillment will be calculated for each request for funds and reimbursed with no further documentation from the grantee. No additional administration or fulfillment amounts will be awarded, nor can funds be shifted into or out of this element.

Element 3
Title: CAMPGROUND DIRECTORY - RV IDAHO
Description:
Consumer demand for RV IDAHO confirms that substantial numbers of travelers are interested in Idaho as a destination for camping/RVing:

. . . . . . . (91,929 total inquiries / 23,279 RV requests).

. . . 2010: 39% of travel info inquiries received thru May 31st included RV requests;
. . . . . . . (26,830 total inquiries / 10,497 RV requests).

IRVCA will print and distribute (±) 100,000 copies of 2011 RV IDAHO; approximately 23,000 to be mailed individually upon request and 77,000 bulk-shipped upon request for distribution at:

IRVCA contributes financially to the state's toll-free tourism phone number. Grant funds will cover items such as prepress, digital file preparation, print costs, bulk distribution, etc. Items such as database management, directory design and layout, ad design, etc., will be covered by match dollars.

Element 4
Title: WEBSITE & ONLINE MARKETING
Description:
Maintaining www.rvidaho.org as the #1 consumer resource for Idaho camping information is an integral part of IRVCA's mission to increase campground occupancy and RV tourism spending in Idaho.

Website visits in 2009 increased 6.5% over 2008, and are up another 3% so far this year. Average time spent is 4.5 minutes and our site's bounce rate is extremely low – meaning that rvidaho.org provides the information RVers want as they make their travel decisions.

In addition to items such as web access, hosting, maintenance and site updates, we are requesting $6,100 to expand Idaho’s RV outreach by adding an RV social networking site (Element 242). RVers are in the demographic range that leads the growth in social media, so this is a good addition to our marketing mix.

Funds will cover qualified expenses for other website and online marketing opportunities that may arise during the grant cycle.

Element 5
Title: ADVERTISING, PROMOTION, MARKETING
Description:
Competition for RVers is keen, particularly from surrounding states.

Promoting Idaho as a premier RV destination and a great travel value directly to RVers keeps Idaho top-of-mind as they make camping destination decisions. Direct RV marketing also complements regional and statewide marketing programs since RVers are free to travel throughout Idaho and can choose to stay and participate in events/activities promoted regionally.

To maintain consistent messaging to RVers, display ads directing them to visit rvidaho.org or to call 1-800-VISIT-ID will appear during peak planning and camping months (Jan – Aug) in RV publications such as Trailer Life, MotorHome, Highways, Family Motor Coaching, Camping Life, etc., and in other appropriate media such as the ITC Spring Newspaper Insert, 99 Things to do in Yellowstone, Northwest Travel, etc.

Funds will cover qualified expenses for other appropriate advertising, promotion and/or marketing opportunities that may arise during the grant cycle.

Element 6
Title: CO-OP OPPORTUNITIES & TRAINING
Description:
Opportunities may arise allowing IRVCA to use or combine grant funds with other state agencies or organizations to accomplish projects such as RV research, RV shows & rallies, FAM trips, Idaho Byway Video co-op, etc.

Grant funds will cover qualified expenses; match will be contributions from campground owners, area attractions and local businesses.

Funds will also cover qualified expenses for appropriate training and education programs to enhance skills and knowledge of IRVCA staff.

Title: MULTI-REGION REQUEST BREAKDOWN
Description:
The enabling legislation states, “A strong travel and convention industry extends its economic benefits beyond its immediate providers to a wide spectrum of Idaho’s population. It is the purpose of this act to promote the public health and welfare of the citizens of this state by providing employment of labor, protection, promotion, study, research, analysis and development of Idaho’s travel and convention industry.”

Most of Idaho's small towns and rural communities have limited options for creating economic wellbeing and therefore rely completely upon the influx of RVers and RV spending during both the prime and shoulder travel seasons. Your RV grant award is a significant investment in the successful RV marketing programs that bring thousands of new RVers to Idaho's outlying communities where economic prosperity through tourism truly matters most.
