The grant will be monitored by full time IOGA staff including Executive Director Grant Simonds and Office Manager Jane Bruesch. Simonds has written and monitored ITC grants since 1983. Bruesch has assisted with grant administration since 1992. Simonds and Bruesch will continue to team up on narrative reports. Bruesch will be primarily responsible for grant reimbursement documentation.

Element 1
Title: Audit
Description:
An independent Compliance Audit is required when a grant award meets or exceeds one hundred thousand dollars ($100,000). Funds awarded for the audit will be used for that purpose only and cannot be shifted into other elements. Any unspent funds remaining will revert back to the region's funding pool for the following year.

The audit shall be performed by a Certified Public Accountant and submitted to the Idaho Dept. of Commerce, Tourism Development Grant Analyst, within sixty (60) days following the authorization of the last request for funds dispersal. When the final request for funds - which will include the auditor's invoice, a copy of the audit report, final narrative report, and declaration of capital outlay is received, the grant will be closed if the match obligation has been met.

Element 2
Title: Admin/Fulfillment
Description:
This element will include an amount equal to ten percent (10%) of the amount awarded, up to $25,000. This ten percent (10%) is to be used for:

1) Fufilling requests for information and publications generated by the ITC-funded marketing plan.

2) The cost of mailing requests for funds and other direct costs incurred related to the grant award.

Audit/Fulfillment will be calculated for each request for funds and reimbursed with no further documentation from the grantee. No additional administration or fulfillment amounts will be awarded, nor can funds be shifted into or out of this element.

Element 3
Title: Guided Outdoor Adventures Reprint
Description:
IOGA proposes to print 20,000 copies of the Guided Outdoor Adventures section of the State Travel Guide with the intention that it become the 2011 Directory of Guided Outdoor Adventures. The reprint, titled "Directory of Idaho Guided Outdoor Adventures" is expected to be approximately 40 pages, 8.5 x 11 in size, including front and back cover that include color pictures depicting the diversity of guided activities. It will be ready for distribution upon completion of the Idaho Travel Guide for printing, generally in early January. For the 2011 Reprint IOGA will list all state licensed outfittters in a separate index, just as we have done since the 2005 edition.

Approximately 10,000 of the reprints will be distributed by the State's provider to inquirers to the State's and IOGA's 800 numbers. Bulk distribution of 5,000 to 8,000 will include, but not be limited to: federal and state agencies, chambers of commerce, travel agents, visitor centers, media, travel and sport shows, outfitters and others. The IOGA office in Boise will use the balance to fulfill miscellaneous requests.

Costs for the reprint will include:

Printing/shipping $20,000
Photography fees $6,500(approximately 30 pictures)
Bulk Distribution $8,000 (Postage for Directories, labels, envelopes)

The IOGA will track the distribution of the reprints, primarily through the State's provider, and when possible, seek to ascertain if the reprint was responsible for an outfitted trip visit to Idaho.

Element 4
Title: Advertising
Description:
Advertising will focus on promoting the industry in general with a focus on distinct niche marketing. The overall goal of this element is to create additional awareness of Idaho as destination for guided outdoor adventures.

Print advertising is proposed to promote Idaho guided hunting in publications such as the Idaho Department of Fish and Game Big Game 2011 Regulations, circulation approximately 450,000, that will be available to the public in late March/early April of 2010 (one quarter page, two color ad, approximately $3,000)

Print advertising is proposed to promote Idaho guided fishing in publications such as teh Idaho Department of Fish and Game 2011 Fishing Seasons and Rules edition, circulation approximately 300,000, that will be available to the public in December 2010 (one quarter page, two color, approxmately $3,000).

Print advertising is proposed to promote the industry with a focus on summer activities such as whitewater floating and jetboating in the ITC newspaper insert of spring 2011. Whitewater boating is the largest segment of the multifaceted Idaho outfitter and guide industry. The insert serves as a regional marketing piece for Idaho reaching key markets like Seattle, Spokane, Salt Lake City, Portland, plus dailies in Idaho. Circulation is expected to be 450,000-plus. A quarter page color is anticipated to cost $3,000.

Element 5
Title: Website Maintenance, Electronic Bulletins and Social Media
Description:
Hosting the IOGA website site is estimated to be $100 per month. We desire to continue search engine optimization. A quarterly evaluation of the website will be performed by our webmaster/marketing firm. The web statistics are solely gathered from the IOGA Google Analytics account. Drake Cooper will provide an analysis document on a quarterly basis that reports on interest­ing statistics, major changes in data trending, along with recommendations regarding the IOGA website.

Content page changes, addition of content, and a number of outfitter database updates occur regularly. The site is database intensive. We continue to receive feedback on how to make the site more consumer friendly.

For the 2010 grant period, we propose to continue website content design:
a. To complement 2009 re-skin of website, redesign individual page content for better
information flow
b. Add graphical elements where applicable to build upon the relatively new website skin look and feel
c. Re-evaluate navigation and site architecture to ensure optimal and user-friendly structure

A new website feature would include the "Featured Outfitter" system which would include:
a. Randomly pulling an Outfitter onto the home page per visit
b. ‘Learn More’ button that will then take users to an Outfitter detail page
c. Revising search results page to link to Outfitter detail page as well.
d. Adding ‘Description’ field – provided by Outfitter to promote themselves
e. Adding Media field - HTML from Youtube, Flickr, etc. can be pasted, for those Outfitters than can provide such pieces

Also, we propose to redesign the site to include a "Featured Hot Deal"
a. Will pull randomly from existing database and display on home page

During the 2009 grant period, the IOGA converted its monthly, sometimes semi-monthly, bulletins to an electronic format using Cooler email. It is sent via Cooler e-mail which is a much more efficient process for sending mass e-mail. IOGA proposes to continue this format using Cooler. The cost is presently $30 per month.

IOGA launched a Facebook presence during the 2009 grant period that was spurred by ITC grant funded training during the annual IOGA December 2009 meeting. The training seminar was a big hit with meeting attendees. We will be encouraging outfitters and guides to post fresh information and associated links to encourage IOGA Facebook usage. We are exploring creating a Twitter account with again the goal of encouraging outfitters and guides to post useful and timely information and links.

Title: Trade Shows
Description:
The IOGA proposes to attend and participate in several industry trade shows during the 2010 grant cycle such as:

The 38th annual Safari Club International exposition and convention, January 26-29, 2011, will be held at the Reno/Sparks Convention Center.

The 27th annual Rocky Mountain Elk Foundation (RMEF) national show and convention, March 3-6, 2011, will be held at the Reno/Sparks Convention Center.

IOGA proposes to send two representatives to each show. Primary material to be distributed to show attendees will be the 2011 IOGA Directory of Guided Outdoor Adventures, which includes a reprint of the Guided Outdoor Adventures section of the Idaho State Travel Guide along with associated fishing and hunting advertising.

Cooperate with the Idaho Department of Commerce (IDOC) through their booth at the annual SHOT show to be held in Las Vegas, January, 2011. The IDOC has a multi-year goal to lure new businesses to Idaho such as ammunition makers and has using the SHOT Show as one tool in this effort. The IDOC has indicated to the IOGA that SHOT Show attendees desire information on guided Idaho adventures, particularly hunting and fishing. IOGA requests funds to purchase a banner stand that will depict guided outdoor activities. Costs associated with a banner stand include design, layout, photographs and the stand itself.

IOGA will provide the IDOC a supply of the 2011 IOGA Directory for distribution at the SHOT show.

Title: Match and Request by Region
Description:
The IOGA match for our 2010 grant request will include approximately $20,000 in outfitter ad sales for the 2011 Idaho State Travel Guide. The IOGA match has historically been generated through one element of our grant (ad sales related to Guided Outdoor Adventures section of the Idaho State Travel Guide) request and is spread out through all grant elements.

The IOGA multi-regional grant request is based on several factors including:
(1) The amount of funds available per region.
(2) The number of outfitters in each region (this information is available)
(3) The economic impact of the industry per region
