After finances are budgeted within the Chamber’s Executive Committee, financial resources at the Moscow Chamber of Commerce are monitored by staff, and overseen by a 16-Director Board. All expenditures relating to the ITC grant are approved by Chief Official, Steven Hacker.

Element 1
Title: Audit
Description:
An independent Compliance Audit is required when a grant award meets or exceeds one hundred thousand dollars ($100,000). Funds awarded for the audit will be used for that purpose only and cannot be shifted into other elements. Any unspent funds remaining will revert back to the region's funding pool for the following year.

The audit shall be performed by a Certified Public Accountant and submitted to the Idaho Dept. of Commerce, Tourism Development Grant Analyst, within sixty (60) days following the authorization of the last request for funds dispersal. When the final request for funds - which will include the auditor's invoice, a copy of the audit report, final narrative report, and declaration of capital outlay is received, the grant will be closed if the match obligation has been met.

Element 2
Title: Admin/Fulfillment
Description:
This element will include an amount equal to ten percent (10%) of the amount awarded, up to $25,000. This ten percent (10%) is to be used for:

1) Fufilling requests for information and publications generated by the ITC-funded marketing plan.

2) The cost of mailing requests for funds and other direct costs incurred related to the grant award.

Audit/Fulfillment will be calculated for each request for funds and reimbursed with no further documentation from the grantee. No additional administration or fulfillment amounts will be awarded, nor can funds be shifted into or out of this element.

Element 3
Title: Print Media Advertising
Description:
The Chamber’s advertising strategy will emphasize Moscow’s unique cultural events, educational facilities, recreational and historic features and small-town charm in attempt to bring visitors to the area. Year ‘round events and programs include the annual University of Idaho Lionel Hampton International Jazz Festival, Idaho Repertory Theatre, Rendezvous in the Park, Renaissance Fair, Farmers Market, Moscow’s Fresh Aire Concerts, Palousafest at the UI, the Latah County Fair, and the Latah County Historical Society’s Victorian Christmas Celebration at the McConnell Mansion Museum as well as ArtWalk, which we sponsor. Events like these promote our local communities, the region and Idaho as an important place to enjoy and experience a wide variety of features and activities throughout the year. Recreational trails, specifically those used for biking and hiking and other related outdoor activities will be promoted as important tourism features on the Palouse. Print media advertising will target our tourist markets in Boise, Salt Lake, Seattle, Spokane, Portland and Missoula. Promotional advertising will primarily focus on print media strategically placed throughout our targeted market area (approximately a 5-hours radius).

Scope of Work
Since Moscow is known as the “Heart of the Arts,” and is the home of the University of Idaho, print advertising will focus on key themes such as cultural, arts and educational-related tourism and our strong conferences and events schedule. Several in-kind donations for photography, graphic design and layout as well as in-house expertise will help us produce high quality print copy. These advertisements will be placed systematically during the calendar year in several key regional publications including but not limited to the following: Discover Idaho’s Northwest Passage (Winter), Official Idaho State Travel Guide (Summer), Madden Media Integrated Media Campaign: Newspaper Inserts (Winter and Spring).

Title: Visitor’s Guide Brochure
Description:
For many years the Moscow and Pullman, Washington Chambers of Commerce have successfully collaborated to produce a professional, high quality Visitor’s Guide for the cities of Moscow and Pullman as well as Latah and Whitman counties. This guide serves as our “frontline” tourism promotional resource and is by far the most important tourism recruitment tool we use. By the end of 2010, both the Moscow and Pullman Chambers of Commerce will have distributed nearly 150,000 Visitor’s Guides worldwide. The Guide is our official letter of introduction to visitors and guests of our communities and lists many important events, community profiles, recreational opportunities, scenic tours, and a directory of area businesses and services.

Our objective with continued production of the Guide is to promote Moscow and Latah County as a meeting and convention site, arts and cultural events center, and recreational trail destination for both the regional and international traveler. This objective directly correlates with the State’s strategic objectives for promoting Idaho as an important travel destination.

The Palouse region champions cultural and historical events, concerts and festivals, Rotary Ice Pavilion, swimming pools and newly constructed recreational biking trails. Because of the size and complexity of producing a 40-page brochure, limited staff to undertake advertising sales and design, the Chamber has always used ITC grant funds to help offset associated production costs. As a result, we have successfully leveraged total cash match from the Pullman Chamber of Commerce and contracted with a local Idaho business for production (Moscow-Pullman Daily News) to produce this high-quality guide. Each year, staff spends several months researching and updating events, features and activities as well as designing a guide. Both Chamber staffs meet regularly throughout the year to compile, design and produce this publication.

It is our practice to contract with a business that has the capability to see the project to completion from start to finish. As neither the Moscow Chamber of Commerce nor the Pullman Chamber of Commerce have the staffing to undertake such a huge effort alone. The Visitors Guide requires a tremendous amount of capital, labor and energy for several months. We currently lack an in-house graphics designer capable of producing a start to finish product. Awarding the contract to a “local” vendor keeps the money local and does indeed provide local jobs and economic impact. The Visitor Guide will be produced in December 2010/January 2011 and distribution will occur February 2011 and continue throughout the rest of the calendar year. We anticipate producing 30,000 copies of the guide.

Title: Tourism Materials Production Equipment
Description:
The tourism staff at the Moscow Chamber of Commerce currently possesses equipment that is not conducive with prescribed tasks. An up-to-date computer would allow website updates to be done in-house and more efficiently. An LED Projector would allow for more dynamic presentations at conferences and meetings. The Chamber currently uses only one computer for design projects. Another computer would offer better tourism marketing to facilitate online updates, correspondence with visitors and additional design work. Bringing the Chamber of Commerce into a more modern mode of production and displays will reflect positively on the region’s economic development as we are often the first impression of both perspective businesses and those who are looking to our organization for regional information.

Scope of Work
The updated technology would offer a quicker operating system and more memory that will allow the tourism staff to increase production and functionality. The updated system will also allow tourism staff the ability to maintain and update the Chamber’s website.

Title: Internet Media Advertising
Description:
The Moscow Chamber of Commerce has experienced great success with advertising on outside web sources. The Chamber would like to request funding to continue advertisements with Leer Field Sports. Our web advertisement on the University of Idaho Vandal Athletic page (www.govandals.com ) has produced over 72,500 views of the Moscow Chamber’s website since 2008; an average of 3,020 views per month. This is a great way to showcase Moscow and the region to potential visitors, prompting them to leave campus and experience all the attractions the region has to offer.

Title: Convention and Dining Guide Reprint
Description:
The Chamber hopes to update and reprint its Dining and Conventions Guide that includes all of Moscow’s meeting spaces and dining establishments. This tourism and marketing tool is essential to visitors and conference planners. The guide will be updated in-house and printed locally. The Chamber will include the guide online and have a number of copies in print. It will be printed in small runs and updated frequently in consideration to listing the most current information and expanded dining options.

Title: Diversions and Excursions Brochure Revision
Description:
The Chamber’s Diversion and Excursions brochure lists activities, recreation and events in the Moscow and Pullman area. The Chamber hopes to update and reprint the brochure. The brochure is distributed primarily to potential visitors, tourists and prospective University of Idaho students. The brochure will also be available to browse online on the Chamber’s website. Cost includes printing and redesigning fees.

Description:
